Kawasaki City's coastal area, on which the Project To Make Kawasaki City Environmentally Harmonious centers, is broadly defined to include almost the entire stretch of the coastal area of Kawasaki City to the south of the JR Tokaido Line. This area is divided into four zones: a Residential Zone, to be located between the railway and Industrial Road; the First Coastal Zone between Industrial Road and the internal canal; the Second Coastal Zone, to encompass Ukishima-cho, Chidori-cho, Mizue-cho, and Ohgi-machi; and the Third Coastal Zone, to consist of the reclaimed land beyond Ohgishima, Higashi-Ohgishima, and Ukishima-Cho. The project concentrates on the area covering the First, Second, and Third Coastal Zones (the narrowly defined coastal area) with due consideration being given to the broadly defined coastal area.

THE PROJECT TO MAKE KAWASAKI CITY

ENVIRONMENTALLY HARMONIOUS IS ALREADY UNDERWAY

With the 21st century soon to begin, the world, including Japan, is at a great turning point. The dangers of global environmental destruction and possible energy-resource shortages-both of which are becoming increasingly serious-along with the rapid change in economic conditions worldwide, require drastic changes not only in national and international social infrastructures, but also in people's attitudes and values regarding environmentally related issues. We are now pressed to redevelop Kawasaki City so that it can better respond to the needs of the time, become a more comfortable place to live in, and continue sustainable development through the 21st century. Under such circumstances, Kawasaki City is promoting its Project for Making Kawasaki City Environmentally Harmonious, based on a new concept-to remodel Kawasaki City into a place where all activities, from people's everyday activities to industrial operations, are conducted in harmony with the environment. The concept for an ideal 21st-century Kawasaki City, where the environment, industry, and culture will harmoniously coexist and vigorously grow-this grand objective is now being materialized step by step.

The Concept of Kawasaki Eco-Town
Kawasaki Eco-Town has been conceived as the plan for the Kawasaki Coastal Industrial Area. This concept envisions that the industrial firms that will be located in the Kawasaki Coastal Industrial Area will minimize their operations' impact on the environment and will jointly take the lead to achieve the common goal of creating a sustainable society in which industrial activities will be conducted in harmony with the environment. More specifically, Kawasaki Eco-Town is being planned as a community:

The Concept of a Zero-Emission Industrial Park
The Kawasaki Eco-Town project aims to create a zero-emission industrial park in which the activities of all those concerned will be coordinated in an environmentally friendly manner. The zero-emission industrial park will be a resource-recycling industrial park. The individual industrial firms within the industrial park not only will reduce their own emissions but also will effectively utilize or recycle into usable resources the emissions from other facilities located there. The firms also will collectively integrate their energy use to improve overall energy efficiency. In connection with all these efforts, the firms will strive to continually reduce their operations' impact on the environment. It is intended that the zero-emission industrial park will serve as the hub of a resource-recycling society from which zero-emission activities will spread across the entire region.

The Development of Environment-Related Industrial Firms
To help achieve the above-mentioned objectives, Kawasaki City will provide existing and new industrial firms with various types of assistance, including necessary information, coordination services, a variety of preferential treatments and subventions, and aid in establishing cooperative ties among firms and industries. In addition, in order to foster companies engaged in resource recycling, Kawasaki City will aid medium- and small-scale firms in achieving the zero-emission goal by providing financial, technological, and human resources, along with various other kinds of assistance.

THE CREATION OF AN ECO-TOWN WAS FACILITATED BY MITI'S APPROVAL
Kawasaki City's endeavors to create a resource-recycling society for the 21st Century by invigorating the city's manufacturing firms, redeveloping the coastal area, and promoting the separation of industrial and residential areas are based on Kawasaki City's master plan for a new Kawasaki City for 2010. For that purpose, Kawasaki City is assisting industrial firms in their efforts to achieve zero-emission operations and is fostering environment-related enterprises. As a result of such efforts by Kawasaki City having been rightly appraised, since July 1997 Kawasaki City has been designated as an "Eco-Town Area" by the Japan's Ministry of International Trade and Industry (MITI). Kawasaki City has accordingly formulated its basic concept for the project to make Kawasaki City Environmentally Harmonious. Moreover, Kawasaki City, supported by a large number of people, is now promoting and implementing a variety of concrete action plans to achieve this goal.

THE ECO-TOWN PROJECT CENTERS ON THE KAWASAKI CITY COASTAL INDUSTRIAL AREA, WHICH HAS IMMENSE POTENTIAL FOR DEVELOPMENT.
The part of the industrial area of Kawasaki City's Kawasaki Ward that is located to the south of Industrial Road is the area on which the project focuses. This area not only is close to the Metropolitan Tokyo Area but also has a well-established transportation infrastructure that includes ports, railroads, canals, and energy facilities-all of which are indispensable to resource-related companies. In addition, in this area are concentrated not only Japan's leading large industrial firms, which have immense potential for innovation, but also a large number of medium- and small-size enterprises in the field of resource recycling, and various environment-related facilities as well. Through the close integration of all these infrastructural and industrial elements, it will be possible to create an operationally competitive resource-recycling system in this area.


The principle objective of creating an Eco-Town is to redevelop the Kawasaki City's Coastal Area so that all activities within it are carried out with high priority on environmental harmony. For that purpose, industrial firms themselves will be encouraged to first conduct all their operations in a environmentally friendly manner in the region. Then, as such a environmentally harmonious community is established, the region will be able both to contribute to the world by disseminating the information it has accumulated in the environmental field and to lead the rest of the world in pro-environment activities. To create the Eco-Town described above, the following basic policies have been formulated.

BASIC POLICIES FOR AN ECO-TOWN
  1. Industrial firms themselves should make efforts to make all their operations and systems environmentally friendly and ecologically sound.
  2. Industrial firms should cooperate with each other and take the lead in developing their region into a zero-emission environmental friendly and ecologically sound community.
  3. There should be promoted R&D activities to realize a society that can sustainably develop, placing high priority on existing in harmony with the natural environment.
  4. Information obtained through their experience in the development of the Eco-Town should be disseminated throughout the region, then to other areas in Japan, as well as to developing countries, to assist them in similar endeavors, thereby contributing to society at large.
1. PROMOTE INDUSTRIAL FIRMS' EFFORTS TO MAKE THEIR OPERATIONS AND SYSTEMS ENVIRONMENTAL FRIENDLY AND ECOLOGICALLY SOUND
(1) Establish a model zero-emission plant
  • Develop an environment-management system
  • Achieve zero emission of effluent water from manufacturing facilities
  • Achieve zero production of wastes from manufacturing facilities

2. PROMOTE A PROGRAM FOR CREATING A ZERO-EMISSION ENVIRONMENTAL FRIENDLY AND ECOLOGICALLY SOUND COMMUNITY.
(1) Announce the plan to develop a local Eco-Town

(2) Plan and develop a zero-emission industrial park
  • Construct a model industrial park that is environmentally friendly
  • Acquire ISO 14000 -series certification
(3) Provide lush vegetation and create pleasant community spaces
  • Create green-belt networks and promote the renovation of manufacturing facilities into pleasant community amenities
(4) Introduce environmentally friendly vehicles
(5) Implement recycling as a community activity
  • romote joint activities for collecting and recycling of paper, glass bottles, cans, and PET bottles
  • Promote the use of recycled goods
3. IMPLEMENT R&D PROGRAMS TO PROMOTE SUSTAINABLE DEVELOPMENT
(1) Conduct studies for effective utilization of energy
  • Develop cogeneration systems for utilization of waste heat from plants and factories
(2) Conduct studies to develop and commercialize recycling systems
  • Establish both a recycling system and an appropriate organization to implement recycling
(3) Foster industrial firms that are committed to R & D relating to the environment
  • Promote joint research and development of environment-related technologies
4. ESTABLISH INFORMATION SYSTEM
(1) Obtain and disseminate information concerning environment-related technologies
  • Create a database for information concerning environment-related technologies for wide use
  • Assess the region's achievement in terms of environmental protection
  • Accumulate in-house information concerning the environmental aspects of the Eco-Town
  • Disseminate the information to the communities outside the Eco-Town
(2) Development of an Eco-Town center
  • Create an Eco-Town center as a place for environment-related human interactions and training, as well as for the gathering and dissemination of environment-related information
